Trying to exist in the underbelly of Yazuka-controlled Tokyo long enough to find his girlfriend Xiu Xiu, Chinese immigrant Steelhead (Jackie Chan) encounters a brutal world of oppression and fear.
Steelhead wins the respect of his fellow migrants by establishing a home for them, an ambitious up-and-coming Yakuza chief, who he discovers has married Xiu Xiu. When he helps Eguchi dispose of a rival, he’s given control of Shinjuku’s night establishments.
However, his peace is short-lived when word gets to him that his former compatriots are now being used by Eguchi to front the Yakuza’s drug business.
Feeling responsible for this turn of events, Steelhead is determined to bring Eguchi down.
